Review Launched into Victoria Cross Entitlements

Focus on Travel and Allowance Guidelines

On 21st May 2026, the Albanese Government announced an independent review of the Department of Veterans’ Affairs Guidelines concerning travel entitlements for Victoria Cross and Victoria Cross for Australia recipients.

Australia’s highest award for wartime bravery is the Victoria Cross. Recipients of this prestigious honour receive an annual allowance and government-supported travel to attend commemorative events and share their firsthand experiences. Unfortunately, these allowances cease upon the recipient’s death and do not extend to their dependents.

At present, the spouse of a deceased Victoria Cross recipient may access half of the travel entitlements for one year following the recipient’s death. This review is a direct response to feedback from the veteran community regarding the adequacy and relevance of the existing guidelines.

Guidelines Under Scrutiny

Revisions to the guidelines, last reviewed in 2019, are underway to determine their suitability for current needs. During this review period, existing guidelines and arrangements will remain in place.

Matt Keogh, Minister for Veterans’ Affairs, is leading the review. He aims to address concerns raised since 2022 about the operation and eligibility criteria of these guidelines. The review’s findings will inform potential changes to better serve the veteran community.

Feedback from the veteran community calls for a contemporary understanding of these entitlements. Many community members question whether the guidelines effectively meet the needs of current recipients and their families.

Recipients of the Victoria Cross significantly contribute to commemorative events by offering firsthand accounts of their experiences. Ensuring they have adequate support to attend such events is a priority for the government.

Departmental Guidelines outline specific entitlements, yet concerns remain about their application and fairness. This review seeks to address those concerns comprehensively.
