$124.5 Million Energy Terminal Lacks Bay Protection

Environmental Concerns Over Lack of Planning

Victoria has allocated $124.5 million for an energy terminal development, but no funds have been directed towards the protection of Western Port Bay, raising environmental concerns on 5th May 2026.

Despite a state commitment to Marine Spatial Planning, the budget neglects funding for a Marine Spatial Plan or the ongoing protection and restoration of Western Port Bay, a UNESCO Biosphere Reserve and Ramsar wetland.

Alex Merory, Campaigns Director at Environment Victoria, stated, “Investing in port development without a Marine Spatial Plan risks undermining the social licence required for the offshore wind industry.”

Pressure on Western Port Bay

Western Port Bay faces threats from pollution, population growth, and industrial proposals. Without a Marine Spatial Plan, impacts are managed on a project basis rather than protecting the bay as a whole system.

Shannon Hurley, Nature Campaigner at the Victorian National Parks Association, noted, “There is a contradiction between the government’s investment promises and the lack of a mechanism to protect the Ramsar wetlands.”

Community advocates have called for a $2-3 million investment to initiate marine spatial planning and establish a Western Port Fund, which would facilitate restoration and community-led projects.

Jane Carnegie, President of Save Westernport, remarked, “The disparity between the government’s financial commitment to energy projects and the modest funding required for the Western Port Strategic Framework is evident.”

Mel Barker, CEO of Western Port Biosphere, commented, “Stakeholders are ready with projects to protect the bay, awaiting government support for marine spatial planning.”

Western Port Bay is not only a crucial ecosystem but also a vital resource for the local community. The area is internationally recognised for its biodiversity and is home to species such as dolphins, Curlew Sandpipers, and Little Penguins.

For over five years, community advocates have been calling for modest financial support, specifically $2-3 million, to kickstart marine spatial planning and establish a Western Port Fund through the proposed Western Port Strategic Framework.

State and community groups plan to continue advocating for essential investments in Western Port Bay’s future ahead of the next state election. They emphasise the need for coordinated planning and proactive environmental protection.
