Approval Secured for Frankston South Integrated Development

Project to Address Housing Needs for Veterans

Vasey RSL Care has received planning approval from the Department of Transport and Planning for its Frankston South Integrated Living Development. This project will provide diverse living options for veterans and seniors in the Frankston and Mornington Peninsula regions. The development, set to deliver 494 homes, includes 80 aged care rooms, 52 assisted living apartments, and 362 retirement and affordable homes. These facilities will cater to veterans and their families, as well as individuals aged 65 and over, offering a continuum of care within a single community. The integrated model supports residents through every stage of life, enabling seamless transitions without leaving the community they trust.

Mike O’Meara OAM, Vasey RSL Care Board Chair, highlighted the urgent need to support veterans. He stated, “Veterans are significantly overrepresented in homelessness statistics, and in the context of a national housing and cost of living crisis, that is deeply concerning.”

Community Features and Facilities

The development will feature landscaped grounds, walking tracks, social spaces, and health-focused amenities to promote active and connected living. A central piazza will include a café, restaurant, mini grocery store, and allied health services, positioned to create a vibrant community hub. These facilities aim to encourage social connection and everyday convenience, meeting the needs of residents.

Janna Voloshin, CEO of Vasey RSL Care, emphasised the community aspect, stating, “This is a great development because it brings together a range of living options in one thoughtfully designed community.”

This development represents a major step forward in addressing housing demand across the Frankston and Mornington Peninsula region, which has one of the highest veteran populations in Australia. The area continues to attract residents seeking a high quality of life, with access to local amenities, strong community connections, and renowned coastal surroundings.

Following the planning approval, construction is expected to commence in 2027. Vasey RSL Care has submitted an Expression of Interest for funding under the Housing Australia Future Fund to expedite the delivery of 105 affordable homes. Importantly, the development aligns with Vasey RSL Care’s mission to expand affordable housing for the ex-service community at a time when the need has never been greater. Veterans are almost three times more likely to experience homelessness than the general population, an issue made even more concerning amid Australia’s current housing shortage and cost of living pressures.

Encouragingly, the Housing Australia Future Fund Round 3 has identified veterans as a priority cohort, providing hope for targeted support. Vasey RSL Care’s Expression of Interest for funding under this round seeks to accelerate the delivery of affordable housing, addressing the urgent needs of the veteran community.
