Seqwater selects CPB Contractors and Nacap
Seqwater has selected a joint venture between CPB Contractors and Nacap to deliver Stage 1 of the Toowoomba to Warwick Pipeline for the Queensland Government.
Stage 1 will build a 47-kilometre pipeline from Toowoomba to Greenmount. It will provide a permanent water supply for Nobby, Cambooya, Greenmount and Clifton.
CPB Contractors expects about $75 million in revenue from the contract. Early works will start later in 2026.
According to the project scope, the pipeline will run from the Perseverance connection in Highfields to the Greenmount offtake. The works also include new Highfields Reservoirs, pump stations, offtakes and supporting infrastructure.

Stage 1 also includes integration with existing water supply networks across the region. As a result, the new assets will connect with supplies across Toowoomba and the Darling Downs.
Juan Santamaría, chief executive officer of ACS Group and HOCHTIEF and executive chairman of CIMIC Group, said CPB Contractors had delivered more than 100 major water infrastructure projects across Australia.
He said the partnership with Nacap and Seqwater would use that experience on the Toowoomba to Warwick Pipeline. The project is designed to strengthen water security and provide drought contingency supply for the region.
Meanwhile, CPB Contractors managing director Craig Nuttall said the project was an important investment in water security for regional Queensland. He added that the company planned to deliver the pipeline safely and efficiently while supporting local employment, training and Indigenous participation.
Together, CPB Contractors and Nacap bring experience in pipeline construction, regional infrastructure delivery and stakeholder engagement. The joint venture also has a record of working in challenging ground conditions.
