David Lacey to Lead New Scam Resolution Scheme

MELBOURNE — The Australian Financial Complaints Authority (AFCA) has announced the appointment of David Lacey as its first Chief Scams Officer. The new role, unveiled this week, will see Lacey lead AFCA’s pioneering multi-party dispute resolution scheme focused on scams.

According to AFCA’s Chief Executive Officer and Chief Ombudsman, David Locke, the position will expand AFCA’s jurisdiction to handle complaints involving banks, telecommunications companies, and digital platforms. Lacey, who founded IDCARE, brings extensive experience working with scam victims.

Role and Responsibilities of the Chief Scams Officer

David Lacey expressed enthusiasm about developing a scams ombudsman service that addresses the roles of all parties involved in a scam, aiming to deliver fair outcomes for both consumers and businesses. The initiative is part of the Government’s Scams Prevention Framework, requiring AFCA to enhance its capabilities and collaborate across sectors.

This appointment comes amid increasing concerns over scam-related disputes in Australia. Lacey’s background includes senior roles in cyber and identity security, law enforcement, and national security. AFCA’s leadership team is being strengthened to meet future demands, as noted by David Locke.

The appointment of a Chief Scams Officer marks a significant step forward in AFCA’s strategy to combat the rise of scams that affect millions of Australians annually. Lacey’s role will involve not just the resolution of disputes but also preventive measures, working closely with stakeholders to identify trends and develop strategic responses to emerging scam threats. By fostering partnerships with both governmental and non-governmental entities, Lacey aims to build a comprehensive network to support victims and mitigate the impact of scams on the economy. This proactive approach is expected to set a new standard in the management and prevention of scams, reflecting AFCA’s commitment to protecting consumers.
